The long way from emerging issue to ‘emergency’

1. Puzzled by the word

I must admit that I am a bit puzzled by the word ‘emerging issue’; Looking at the outcome document and the long list of reports and publications that were launched in the run up to this summit, I found that about 99 % of the ‘emerging issues’ have been around for at least 10 to 30 years.

On Friday 17 September the international NGO network Social Watch released its critical report: “After the Fall: Time for a New Deal” at the United Nations in New York, ahead of the Millennium Development Goals Review Summit on 20-22 September. The report shows how most countries are a long way from achieving the MDGs in time for the 2015 deadline and calls for a radical policy overhaul.

UNITED NATIONS, Sep 18, 2010 (IPS) - On the eve of Monday's highly-anticipated U.N. Millennium Development Goals (MDGs) Summit in which world leaders will gather here to reaffirm their commitment to the eight goals, civil society remains deeply sceptical.

"The summit demonstrates an overwhelming gap between rhetoric and reality," Mirjam van Reisen told IPS. Reisen is the director of Europe External Policy Advisors and one of the authors of a new Social Watch publication released Friday.

Women’s organizations and groups worldwide celebrated the UN General Assembly resolution, adopted on 2 July 2010, to establish the UN Entity for Gender Equality and the Empowerment of Women, or UN Women. This new entity will be headed by an Under-Secretary-General (Ms. Michelle Bachelet) and will consolidate and combine into one the four existing gender-specific entities, increase operational capacity at the country level and have greater authority and resources to strengthen women’s empowerment and advancement (see NGLS Roundup 138).

Today, Social Watch launched, After the Fall – Time for a new deal, a report that calls for climate justice; financial, fiscal and economic justice; social and gender justice; and plain old justice.

The report addresses various thematic issues, and looks at international as well as national progress made on the MDGs. It notes with concern that progress on poverty reduction has slowed down since the MDGs were set and notes that social progress does not automatically follows economic growth. Besides, it highlights that better (non-monetary) indicators are needed to more accurately monitor the evolution of poverty in the world.
